Ticket system closed for public due to spam.

I found no way in the trac admin menus to make our account registration safe against spammers. So i had to revoke the ability to create and modify tickets. From now on only the users registered as "developer" are allowed to operate the ticket system. (I.e. it is dead until we find a way to gain control over the account granting.)
